Having root-level access to a server signifies that you can view and modify any file on it, including important system files. You may also install software which can change specific settings on your server during the process, so the installation can be done only if you're logged in as the root user. The latter has full privileges, i.e. you will have full control over your machine whenever you want and you'll be able to do anything you would like. You can also generate other users either with identical rights or with fewer rights, based on what you want them for - day-to-day tasks, other server admins, etcetera. To be on the safe side, it is usually recommended to employ the root account only when you really need it and not for tasks that can be done through other accounts. You may use a web-based graphical interface or a Secure Shell console to be able to connect to the server and to control it at the root level.

With the last Control Panel option that you can pick on the order page - Hepsia, the root access is restricted.
